As Chairman of the Fluvanna Republican Committee, a unit in the Fifth Congressional District Committee of the Republican Party of Virginia, pursuant to the State Party Plan, and as directed by the District Committee, I, Barbara Haines, do hereby issue this call for a Committee meeting to be held for the following purposes:

Electing up to 305 Delegates and an equal number of Alternate Delegates to the Fifth Congressional District Republican Convention, to be held on Saturday, November 14, 2026, at the Thomas Gymnasium at Fork Union Military Academy, 4474 James Madison Highway, Fork Union, VA 23055, or an alternate site, if necessary, for the following purposes.

1. Election of a District Committee Chair

2. Transaction of such business as may properly come before the Committee

QUALIFICATIONS FOR PARTICIPATION:
All legal and qualified voters of Fluvanna under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin, or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required by the Committee, their intent to support all of its nominees for public office in the ensuing election, may participate as a member of the Republican Party of Virginia in this Mass Meeting.

PARTICIPANT CHECK-IN:

Mass meeting check-in shall begin at 9:00 AM EDT and shall conclude at 9:30 AM. All participants in line at 9:30 AM shall be allowed to check-in. The Mass Meeting shall be called toorder at 9:30 AM or upon completion of check-in of all participants in line at 9:00 AM. Uponcommencement of the first ballot for any office and thereafter, no quorum call or point of orderregarding the quorum of the Mass Meeting, or of any Committee thereof, shall be in order. For Mass Meeting registration, all participants shall be required to provide proof of identity in the form of a valid government or employer-issued photo identification, or by signing an affidavit of identity.

MILITARY MEMBERS AS DELEGATES:

Military Members (any members of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard currently serving on active duty) may be certified as delegates by complying with the procedures detailed in a Unit’s call pursuant to Art. VIII, Sec. H, para. 6.

Military Member delegates or alternate delegates that are unable to attend the convention in person due to obligations of their official military orders, shall have their votes cast within their unit delegation according to candidate preference ballots.

CANDIDACY FILING REQUIREMENTS:

Any person who desires to seek election as Chairman of the Fifth District Republican Committee, must pre-file by September 5, 2026, at 5:00 PM, by filing an official candidacy filing form along with the required nonrefundable filing fee of $800.00. The filing form and non-refundable filing fees must be submitted by mail or in person to Marian Dixon at P.O. Box 75, Lovingston, VA 22949. Postmarks do not govern, and it is the responsibility of the candidate to confirm receipt of application. If only one candidate properly files for District Chairman, then that candidate shall be deemed elected, and the convention shall be cancelled.

Delegate candidates for election at said mass meeting shall pre-file a separate application for the Fifth District Republican Conventions along with the mandatory delegate filing fees by September 14, 2026, at 7:00 PM. Completed applications and delegate filing fees are to be mailed to P.O. Box 1123, Troy, VA 22974, or sent to the chair electronically at flucogop@gmail.com. Postmarks do not govern, and it is the responsibility of the delegate to confirm receipt of application with the Chair. Additionally, the Chair or their designee will receive delegate forms at 4874 Thomas Jefferson Parkway, Palmyra, VA 22963, during business hours.

The Fifth Congressional District Republican Committee is requiring a $20 filing fee from all individuals seeking election as a delegate or alternate delegate to the Fifth Congressional District Republican Convention. Checks need to be made payable to the “Fluvanna County Republican Committee”. Cash will be accepted.

CANCELLATION:

Should 305 delegates or less file to participate in the Fifth Congressional District Convention the Mass Meeting may be canceled by the Chairman and all Delegates will be considered elected.
